PBA manages over 2 million square feet of buildings for the City and County. PBA originally developed and owns the City County Building, which is approximately 531,000 square feet in size. With a staff of 200 employees, PBA oversees maintenance, grounds, security, life safety and custodial activities for most locations under their management.
PBA also manages the public parking garages and lots with internal staff overseeing parking operations as well as booth attendants. PBA began on-street parking enforcement as a pilot program on Gay Street for the City of Knoxville in 2015 and have expanded enforcement within the Central Business District and Cumberland Avenue corridor as well. PBA manages over 6,000 phone systems for the City and County. The PBA Property Development Department acts as an owner’s representative for Knox County and the City of Knoxville. We manage construction projects as assigned by the City or County Mayors. All PBA contractors/vendors needed for other services are competitively selected by RFPs, RFQ’s or bids.

The Public Building Authority manages City and County owned parking facilities in the downtown Knoxville area. 12 parking garages and lots, owned by the City and County. They are operated by PBA or it's contractors and generate revenue for the City and County. Located in the prime parking areas of downtown, these properties include the City County Building Garage, Dwight Kessel Metropolitan Parking Garage, Locust St. Garage, Poplar St. Lot, Promenade Garage, Jackson Avenue Lot,
World's Fair Park area, Blackstock Lot, State St. Garage and lot, Main Ave. Garage, and the recently opened Market Square Garage. Using state of the art parking equipment, PBA offers convenient, efficient and safe parking options for its customers and patrons in the downtown area. Free parking is available upon arriving after 6pm and on weekends except for excluding special events.
The
World's Fair Park is owned by the City of Knoxville and operated by the Public Building Authority. PBA provides management, maintenance, landscaping and security services for the Park and its facilities. Our maintenance personnel are responsible for maintaining all mechanical, plumbing and electrical components of the Park and its adjoining facilities. The grounds/horticulture staff maintains the lawns and grounds in the 15-acre park, including the seasonal planting of flowers and bulbs. Our security staff is present in the park 7 days a week, 24 hours a day. PBA also schedules and coordinates events on the lawns in the park.
Members of the staff have varied backgrounds and are true professionals in their respective fields. Our on-site staff is not only proficient in their area of expertise, but also capable of managing multiple responsibilities in other areas. PBA Property Management personnel are all experienced facility managers.
