PBA acts as a consolidated department of the City and County within its operating responsibilities. This saves the City and County taxpayers money, in that the City and County no longer need to have the expertise in the three functional areas PBA manages but share the costs of that
expertise via PBA.

The Construction Services Department manages various types of projects upon request from the City of Knoxville and Knox County. They also work in conjunction with PBA’s Property Management Department for Capital Asset Replacement Projects and other projects within PBA managed facilities. These services are provided either by the PBA construction team or by our contracted vendors.

PBA Custodial Services manages the daily operations of the contracted firms that keep our managed buildings, parking garages and parking lots clean and up to our specifications. Additionally, Custodial Services also manages recycling at our locations as well as Signage and Electronic Directory changes and additions.

Public Building Authority of Knox County and Knoxville Tennessee Financial Department

The mission of the human resources department is to support the goals and challenges of the Public Building Authority by providing services that promote a work environment that is characterized by fair treatment, open communications, personal accountability, trust, and mutual respect.

The PBA on-street enforcement officers are issued a City of Knoxville municipal enforcement certification by the Knoxville Police Department upon approval of a thorough background check, they are sworn in for these duties.

PBA Parking Services is located at 535 Clinch Avenue, Knoxville, TN 37902. The Public Building Authority manages the public garages and lots for both the City of Knoxville and Knox County with PBA employees.

The PBA Property Development Department acts as an owner's representative for the County of Knox and City of Knoxville. We do not initiate projects, but manage them as assigned by the County Mayor or City Mayor.

PBA manages over 2 million square feet of buildings for the City and County. PBA originally developed and owns the City County Building, which is approximately 531,000 square feet in size. With a staff of 200 employees, PBA oversees maintenance, grounds, security, life safety and custodial activities for most locations under their management.

Professional staffing, employees approximately 60 employees including Communication Officers, Security Officers, On Street Parking Enforcement Officers.

The PBA Special Events Department manages the World’s Fair Park and Volunteer Landing. Organizations and individuals have the opportunity to lease event space along Knoxville’s waterfront at Volunteer Landing as well as the site of the 1982 World’s Fair, consisting of the Tennessee Amphitheater, Festival Lawn, and recently updated Performance Lawn.

PBA currently manages 29 separate telephone systems with approximately 6,000 extensions for the City and County and 4,000 extensions for Knox County Schools. Additionally, they manage the AT&T, Windstream, TDS, Frontier, ENA and Comcast accounts that support those systems.
